Challenge:  Identify this car in Cuba

I was recently in Cuba. It's probably the most Jalop place in the world. I took A LOT of pictures of cars.

So I have a group of pictures of cars that I can't figure out what the hell they are. Here is the first challenge... what year, make and model is this blue and white car:

I think this writing says 'Fabrica Habana'.

And I find it odd that the radiator seems to be blocked off.

I wish I had the time to take more detailed pictures... but my girlfriend was waiting for me.

Looking at the exhaust, I suspect this may just be an old car body or a kit stuck on a VW Beetle chassis.

What do you all think?

VW steering wheel, and the pedals, shifter, and wheels look Beetle-ish. Something built on a Beetle platform.

Definitely a Beetle kit. Radiator is blocked off because there isn't one, and that box on the back is the access hatch to the engine. Also the fenders at the back and the bumpers.

This would be a Ford Model A replica on a Beetle platform. It may be a hodgepodge of original and reproduction parts, but, if it is, I doubt it has that much original Ford body panels, since the proportions are so different compared to the real thing.
